No Wet Wipes

With the current COVID-19 concerns and the increased need for disinfection, the Wastewater Treatment Plant has seen an increase in the number of wipes being put into the system. We must ask residents throw all wipes into trash bins, this includes the ones advertised as “flushable”. All wipes, including “flushable” ones increase the chances of clogging sewer lines that potentially lead to other health and safety issues. Wipes are also known to become attached to impellers and pumps connected to motors and as a result, put extra strain on equipment or even cause major equipment failures.

Role of committee going forward

From November 18 to December 2, Oregon will be in a statewide Two-Week Freeze to stop the rapid spread of COVID-19 across Oregon. These risk reduction measures are critical in limiting the spread of COVID-19, reducing risk in communities more vulnerable to serious illness and death, and helping conserve hospital capacity so that all Oregonians can continue to have access to quality care.

In light of Governor Brown's two-week freeze, Oakridge City Hall will be closed to the public from November 18 through December 2, 2020. Payments and correspondence can still be put through the mail slot in the door. Urgent matters can be handled over the phone or by appointment. Call 541-782-2258 for assistance.

LANE COUNTY — The Lane Regional Air Protection Agency (LRAPA) issued a YELLOW
smoke advisory for Eugene/Springfield and Oakridge. This advisory will begin at 4 p.m. on
Wednesday, November 25th and continue through Thursday, November 26th at 4 p.m. LRAPA
expects stagnant air over the holiday weekend. More yellow advisory days are expected. The
Home Wood Heating Advisory webpage is updated at 2 p.m. each afternoon with that day’s
advisory which begins at 4 p.m.

After the statewide “two-week freeze” ends on Dec. 2, Oregon will introduce a new framework of safety measures dependent on each county’s risk.

The new framework has four risk levels based on counties' current COVID-19 spread. At each risk level — Extreme Risk, High Risk, Moderate Risk, and Lower Risk — health and safety measures and guidance for businesses and individuals will apply.

These measures will become effective upon the expiration of the "freeze" on December 2nd. The measure to determine this risk include:

RISK AND SAFETY FRAMEWORK: COUNTY-BY-COUNTY METRICS BASED APPROACH TO CONTROLLING COVID-19 TRANSMISSION TO CONSERVE HOSPITAL CAPACITY AND PROTECT HUMAN HEALTH AND HUMAN LIVES

The Planning Commission will have three vacancies effective 1/1/2021. Details on the position can be found below. If you desire to apply, the application and commission specific questionnaire are attached and can also be found here:

You will also be interview by the City Council.

TO:  OAKRIDGE COMMUNITY AND COUNCIL

FR:  Mayor Kathy Holston

RE:  State of the City of Oakridge

Good Evening everyone:

2021 … I hesitate to say that this year will be challenging for our community because the definition of challenging is a moving target these days.  So let me say rewarding, rather than challenging and I’ll explain later.

Our Council has a strategic plan and I would like to follow that plan as I share with you the path forward.

Safe Community

The governing body for the City of Oakridge is the City Council. The Council is composed of the Mayor and six City Council members elected from the city at-large. Four members of the Council shall constitute a quorum, which is required to conduct official city business.

Oakridge Air logo

The Oakridge Air program supports the Oakridge-Westfir community by connecting residents with resources that improve the area's air quality. Home heating upgrades, air purifiers, firewood, and education are among the resources provided. The program is made possible through an Environmental Protection Agency (EPA) grant.

Why Air Quality in Oakridge Matters

community garden
About the Oakridge Community Garden

The Oakridge Community Garden provides opportunities for local residents to grow vegetables, fruit and flowers in a community setting. By obtaining a Plot Use Permit for a plot at the Community Garden, individuals and/or groups can gain access to a garden plot, and the water and tools (where available) needed to produce a successful garden. Community gardens can help improve air and soil quality, increase animal and plant biodiversity, access to fresh foods, and provide numerous health and wellbeing benefits.

Oakridge, OR— The onset of drier and warmer weather has firefighters preparing for prescribed burns across the Willamette National Forest. This spring, multiple burns are planned near the community of Oakridge and could begin as early as Wednesday, April 14.  The first prescribed burns will be taking place adjacent to Forest Service Road 19, just to the north of Oakridge. No closures are expected, but traffic in the area could experience delays from fire traffic or smoke impacts. Smoke may be visible to the north of town.

A State of Emergency for the entire City of Oakridge is immediately in effect and will remain in effect until July 9, 2021, unless sooner
terminated or extended by the Oakridge City Council.

Emergency Conditions. The following conditions have resulted in the need for this state of emergency:
A. Extreme heat and dry conditions;
B. Dangerous conditions for the use of fireworks; and
C. Significant likelihood of fire damage from the use of fireworks.

OR 58 Closure

OAKRIDGE – A section of OR 58 Willamette Highway will be fully closed in the area of the Salt Creek Tunnel for 10 hours on Wednesday, July 7, from 4 a.m. to 2 p.m. There will be no access between mileposts 51 and 57 until the operation is complete. The closure is needed to remove a semi truck that crashed on Sunday, June 27.
A crane will be used to lift the truck from its location 200 feet down the embankment in a tree-covered area. The slope is steep and fragile, and boulders fell as crews unloaded the truck’s cargo this week. Crews need daylight to safely work around the truck.

In an effort to reduce expenditures to address budget reductions, city hall will be closed to the public every Friday. All other days business hours remain unchanged, Monday - Thursday, 8am - 1pm; 2pm - 5pm.

Paving Project July 21-23, 2021. Three roads will be re-paved next week. The current schedule is:
7/21: Berry Street
7/22: Riverview Street between Garden Rd. and Perkins St.
7/23: Garden Rd between south of the WAC parking lot and Riverview.
Dates are subject to change. Information tags will be left at residences with more details.

Plans are moving forward to bring a biomass utilization campus (BUC) to the Oakridge Industrial Park. The City of Oakridge and South Willamette Solutions (SWS) are working with the Devonshire Group, Lane County, Oregon Department of Forestry, USDA Forest Service, Business Oregon, South Valley/Mid Coast Regional Solutions, and Oregon RAIN to develop a plan for the BUC.

It's wildfire season and to protect you and your family you need to know what to do in the event of an evacuation. The attached plan has all the details but in brief:

1. Know the READY, SET, GO  levels of evacuation found here: https://lanecounty.org/government/county_departments/lane_county_emergen... and also attached below.

Middle Fork Complex 08/31/21 – Evacuation Level Reduction

As fire crews continue to make significant progress on the Middle Fork Complex fires in the eastern portion of Lane County, the Lane County Sheriff’s Office is announcing that evacuation levels are able to be downgraded at this time.

The current Level 1 ‘BE READY’ evacuation notices for all of the Oakridge / Westfir areas are being canceled. These areas include all evacuation levels that had previously been in place on both sides of Hwy. 58 between Milepost 30 and Milepost 42.

CITY OF OAKRIDGE PURCHASE PROCUREMENT NOTICE OF INTENT The City of Oakridge (City) intends to enter into a purchase contract with H.D. Fowler for the materials in the amount of $66,456.92 for the Kokanee Drive Sanitary Sewer & Water System. This project includes extending water and wastewater utilities down Kokanee Drive to Lot 25. The city conducted an informal written solicitation, and the award was to the low bidder. Prospective vendors can comment on the City's intent to purchase from H.D.

There will be repairs conducted tomorrow on the water system on Teller Road. Water will be shut off on Friday, September 3 beginning at 10am for up to six hours along Teller Road from Spot Street east to Union Street as well as some houses on Paddock Lane.

Public Works crew will be going door-to-door today notifying those residents impacted.

Due to a lack of a volunteer, the yard waste disposal site will be closed on Saturday, October 2nd. It will reopen on November 6, 2021 from 12pm-4pm.

Due to citizen volunteers, the yard waste disposal site will be open on 10/23 from 12 noon to 4pm. The regular schedule of the first Saturday of the month from 12-4pm will resume in November.

Transient Room Tax (TRT) Block Grant Program

All Uptown and Highway 58 building owners are eligible to apply for the City of Oakridge TRT Block Grant Program!

Single-family residential unit occupants who are responsible for paying the Public Safety Fee surcharge and qualify as having “very low income” based on the definition from the U.S. Department of Housing and Urban Development as at or below 50% of the Area Median Income (AMI) for Lane County Oregon (as in effect and updated July 1 of each year), are entitled to a 100% reduction in the Public Safety Fee surcharge.

The Middle Fork Ranger District will start burning hand piles on Wednesday, Oct. 27, on High Thin Unit 17. This unit is immediately adjacent to Oakridge city limits and the unit is split in half by High Prairie County Road. Burning piles and smoke will be seen from Oakridge as well as Highway 58. Nearby residences and recreationists should expect light impacts of smoke to roadways as well as increased fire personnel and equipment patrolling in the area.

Due to the impending closure of the Willamette Activity Center, the city council location for in person attendance has been relocated to the City Hall courtroom beginning 11/4/2021. You may enter the building on the E 1st Street entrance. The doors will open at 6:45pm. The councilors will continue to connect remotely through the Zoom platform.

Tourism is a vital component of Oakridge’s economic stability.  We are actively soliciting events that promote tourism in Oakridge to apply for RTMP funding.  Events will be measured in part by the length of stay of visitors; county wide visitation; and return visits.  These activities/events may, for example, center around recreation, sustainability, eco-tourism, cultural awareness, foraging and historical education opportunities to name a few. Oakridge is committed to the success of events that will promote Oakridge and increase our tourism economy.

On April 27th, the Oakridge City Council ended the contract between the City of Oakridge and West Coast Cronin Clan Co.  This decision came after the Council felt that the Pro Tem duties were not being fulfilled.

The City Council has appointed Police Chief Kevin Martin as City Administrator Pro Tem until the Council has completed the hiring process for the City Administrator position.

What are Oakridge and Westfir's Housing Needs?

No matter if you are a renter or looking to own, housing in Oregon is becoming less affordable, available, and attainable. Currently, there are limited housing options to meet the needs for both existing and future residents of Oakridge and Westfir, and there is no established roadmap for understanding and determining the types of housing that are most needed, and to what degree.
